No success yet. I believe I'll have to reset the computer to factory settings

Have you tried resetting your preferences?  Also try creating a new project and see if that makes the option available before adding any media.    I mainly work on mac, but the following option is available on windows...  Create a new windows user with administrator privileges...  and log in as the new user.  Sometimes some app you've installed is causing the issue.  And do you have a firewall on your system?  Not my area of expertise, but might dig into that to see if it could be blocking this...
