Blue Screening when exporting a video (not a driver issue)

So I have been wracking my brain on this issue for a couple of days now. I have a very capable new PC that gets blue screens on exporting. This only Happens with Premiere Pro. I don't have my specs right now, but im at work, so once I get back home, ill post them. In the meantime, has this happened to others? This is the first time im trying to export with this computer. (it's new) Any help would be extremely appreciated. 

I ger various stop codes when this happens. Including, but not limited to

- Whea uncorrectable error

-system service exception

Things I've tried

- Normal everyday person things

- Checked drivers

- No overclocking

- Checked drives

- Checked Ram

- Resetting computer settings to defaults

- Fresh Windows Install (yup)

- Then I did everything again.
