Can't launch Premiere Pro (no matter the version)

For over a month, i wanted to use Premiere Pro on my PC.

I downloaded it on my PC (with the latest version first).

Once it's installed, I tried to launch the software. the loading screen for a few seconds and then it disappears.

The app seems to close itself a few seconds after I tried to launched it.  I'm not able to use Premiere AT ALL !

 

Does anyone knows what could be the problem ? 

I've tried anything, all the research possible on the Internet to solve the issue and i've found nothing. 

When I say anything, i mean it. I tried to use an older version, deleted the cache manually, i tried to uninstall the entire Creative Cloud and reinstall it, reinstall Premiere Pro again and nothing changes.
