Cannot replace effect if previously deleted effect.

I have several Tiff images from a video clip stacked on timeline.

If I add a video effect such as a dissolve to fade in the image but then change my mind and delete the effect I cannot replace it with something else. If I delete the image then replace it (same image) then I can apply another effect.

Prem Pro ver 23.2.0 Build 69

Windows 11 all fully updated.  SSD Drives 64gig ram.
