CPU spikes with two layers

Hi! I play a clip with no other clips/layers above or below, CPU is 10% and GPU is around 20%, playback is normal. But when trying to play the same clip with other clip/layer below (no effects), CPU spikes to 100%, GPU is still 20% and playback is choppy, just showing one frame every 3 or 4 seconds (the clip's opacity is 100% so the clip below is not even showing).

It's an i9-7940X (28 cores), 64GB RAM and a Quadro P4000 with 8GB. Footage from Canon R7 1080x1920 (vertical) 4:2:2 10-bit IPB.

Changing playback quality to 1/4 doesn't fix it. I can't believe it's a system performance issue, is it??

Can you right click on your media and select "Media File Properties" then post a screenshot.

 

Peru Bob has a good suggestion for removing media cache, can you try and hold down "SHIFT" while launching Premiere and check the boxes
"Reset app preferences" (Backup Preferences first)
"Clear media cache files"
"Reset plugin loading cache"

Thank you, Bob. I'm just copying the clips from the old project to the new one on a new sequence and it's the same problem, I'm not even using the old sequence. If I import again the footage it works smoothly. My question then is what attributes or characteristics are copied along with the clips so they work improperly on another new project/sequence? Is there something I can delete to copy just the clips so I don't lose all the edit work I've done?

If the sequence is corrupted, I don't think you can recover it.

Have you tried backups or autosaves?

Thank you, Bob. Importing the project into a new one didn't solve it. Importing only the sequence either. I have created a fresh new project, imported the clips and everythings is fine. Is there a way I can import the old/corrupted sequence into a new project so I don't lose all the edits? (copy/paste from the old project didn't make it either)

Does it do it with all clips?
Have you tried creating a new project and importing the old one into it?
