Dialog Box Not Appearing

I am trying to open up my project following the latest Adobe Premiere Pro update 12.0.1

The dialog box prompting me to locate my media does not appear.

When I try clicking anywhere else in the Premiere Pro window I get the annoying Windows 'ding' sound indicating that I have to interact with a popup or dialog box (which is not present).

If I press the Escape key I am loaded into the project with lots of media offline.

When I try to link media the same problem occurs.

The dialog box never appears, and Windows will not let me interact with the main Premiere Pro pane.

The only thing I can do is to continue pressing Escape to regain access to the project.

I have also tried uninstalling and reinstalling the program, with no effect.

ALT-Tab doesn't let me select a dialog box.

The problem persists whether using 1 monitor or 2.

The problem persists after changing the display scaling.

I don't know what else to do...

    (FIX) Solution here straight from 2006. Any way to reset Open Dialogue box that's off screen? - Ars Technica OpenForumSee Bryan's solution:- Alt+Space (opens window options menu)- Click in Move- Use keyboard arrows to move the dialog box (if you don't know where it is, keep trying different directions).My dialog box was way off to the left side I moved pressing Shift and finally saw it.     unplug ALL of your external monitors. Once you do that, it forces EVERYTHING back into the one available screen. Damn near drove me crazy.

    Having the same issue on my windows machine. Anyone found a fix?

    My issue was with the Link Media... dialog. Click on the offending menu item (Link Media, etc), press Alt + Shift, you should see a menu appear on screen (if not, press the M key), click Move (or M key),  the cursor will change to a cross near where the dialog has gone off-screen, use the arrow keys to move the dialog back on to the screen far enough to drag it with the mouse. Horribly annoying that something like that happens from someone like Adobe, and they offer no guidance on how to address the issue, nor do they seem to have a fix for it. I tried several fixes propsed on this forum, thanks for the effort, even deleting User Workspace .xml files.
