Extreme lag when doing any editing

Hey guys!  I am new to using Adobe premiere pro and editing in general.  I am having major lag spikes when doing any type of editing.  For example I have my facecam and gaming video on 2 seperate tracks.  When I simply want to move my camera on the playback screen it will cause adobe to completely freeze or if I do any kind of edit.  At first I was able to add edits and perform tasks like this with no lag but I am a third of the way in on this 30 minute video and it lags with every action I try to do.  I can't continue with how bad it is.  I have 64GB of ram with an intel i9 cpu.  Storage I have 2 1 tb firecuda nvme drives and a 10tb hdd.  This video was recorded as a double wide 3840x1080 at 60fps so I could split my facecam and video by duplicating the track in adobe.  I have included a video of the lag as well.  Any help would be much appreciated.  Thank you!

Hi @Electric_fact1592 - Are you working with screen recording footage or Variable Frame Rate?  Since you are on a PC you should use H.264 as proxies those will give you better performance.

do you have any third party plugins or panels installed?  
can you check one more thing in the wrench menu see if composite preview during trim is unchecked.

Delete the Media Cache and Media Cache files:
https://community.adobe.com/t5/premiere-pro/faq-how-to-clear-your-media-cache-in-30-seconds-in-premiere-pro-2020/m-p/11017257/thread-id/260446?page=1

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try rolling back your graphics driver. Do a clean installation of a Studio Driver.

If that doesn't work, try creating a new project and import the old one into it.

Hi @Electric_fact1592 - Can you check your audio hardware settings and make sure Default Input is set to "No Input"

can you right click your media file and choose media file properties then post a screenshot?  Also, can you post a screenshot of your sequence settings?

No worries.  I am very new at this and away from my computer at the moment.  My operating system is windows 10 64 bit newest version, I am using the newest version of adobe premiere 25.3, I believe my video format is mp4.  I can definitely get more info once I get home.

I also wanted to add that I have a geforce rtx 3090 graphics card with 24GB or VRAM.
