Glitch/warped frames under transitions in 4K export

Hey Guys,

I'm working in a timeline with 1080p proxies of 4K 59.94fps footage and getting these weird frames during a 4K export (doesn't occur in 1080p export). They are seen at certain transition points. Attached photos for reference. Any ideas?
