Greetings .

I have a Dell Vestro 5490 laptop. 250 mmx Gifors graphics card. Is it enough to run the software?

It will run poorly because it has only 8 GB total of RAM, and cannot be upgraded to or even ordered with more than 8 GB at all. Premiere Pro, however, requires 8 GB or more free, unused, available physical RAM to avoid choking under pressure. Unfortunately, the default Windows 10 installation and its required background processes already eat up more than half of that puny amount of installed RAM. That leaves you with less than 4 GB total available physical RAM - period - to run any of your programs, including Premiere Pro.

 

And that GeForce MX250 will not do you much good for video editing in any NLE software as it does not have an integrated NVENC encoder at all - either present or enabled - due to its use of the GP108 chip that does not have a hardware encoder at all. Combine this with Intel's newer drivers that now require the IGP be utilized for both decoding and encoding or go completely unused, and the fact that Adobe cannot utilize both QuickSync and NVENC simultaneously for encoding, and Adobe now automatically disables QuickSync encoding whenever a discrete GPU is detected (with absolutely no means whatsoever to enable it), and you'll be stuck with a laptop that cannot utilize any hardware GPU acceleration whatsoever for exports and renders (as 10-bit output support via OpenGL is now required in all Windows versions of Premiere Pro just to even utilize MPE GPU acceleration, which means that only Quadros as well as those GTX, RTX and Titan GeForces of the Pascal {GTX 10 series} and newer GPU generations that can use the Studio Drivers are supported for MPE GPU acceleration).

With only 8 GB RAM, that laptop does not look like it would run well or at all with Premiere Pro.
