Performance on AMD 5950x Problems with NVIDIA RTX2070

My i9-8700 wit gtx1060 is exporting faster in both lightroom classic/premiere/media encode than my 5950x with rtx 2070. I updated the my windows to 11 thinking it would help but it didn't. Using 2024 premiere and lightroom. By faster I mean minutes vs hrs in the case of premiere.

Something is stoping adobe to use the cpu/gpu fully,  (it uses like %10cpu and %10 gpu) right now i'm transcoding with media encoder using software as it's almost realtime and it's using %100 cpu
