Playhead not moving with recent update Premiere Pro 25.5.0 build 13

The playhead is not moving, or if it does move, it is so laggy / stuttering. I did some solutions I found in the Adobe forum and some solutions from other videos/sites, such as clearing media cache, etc. My clips are not heavy; they are just videos from mobile phones. The playhead worked just fine before the update. Why does every update of every Adobe product always have bugs and bigger problems?

It may be just one of these bugs that appear and then reappear in another update.

Yes, unchecking it works. 
My laptop specs are Acer Nitro 16, Ryzen 7 7840H w/ Radeon 780m graphics. GPU is rtx 4060, ram 32gb. Windows 11 latest update. 
I think the bug was a bug before; it just comes back again. The solution I saw was from the same bug, but from year/s ago

Yes, I have installed plugins. I've been using them for a long time. The audio is in the default No Input. 
I saw a tutorial to resolve this, which is by unchecking the GPU-accelerated UI Rendering in preferences> general.

Resetting the preference doesn't resolve it.

Do you have any third party plugins or panels installed?

Can you check your audio hardware settings and make sure Default Input is set to "No Input"
