Premier Pro can't open or create projects. 2023.

I've been experiencing problems with my premiere pro to the point I can't open or create any projects. I saw a post about my graphics driver Nvidia GTX drivers having known issues and to install an older driver, which I did, but still nothing has changed. Any help because I'm getting really frustrated and close to cancelling my adobe subscription. It's been 2/3 weeks since I was last able to use it. I've watched every video, read every forum, and nothing is fixing it.

    Thanks for the message. It’s been a long time since you filed this bug, and I apologize for the lack of a response. Are you still having this issue? If so, the team will need more information from you to reproduce the bug. Can you provide the information required here? How do I write a bug report?
