Premiere Pro 2019 - Laggy and Constant Crashing

GF 1070TI GPU

32gb memory

Samsung Pro 1tb nvme boot drive

100TB fiber SAN array work drive (twice as fast read / write speeds as the nVME drive)

Windows 10 Pro

I updated Adobe Premiere yesterday - I'm currently using v13,0.1

I held shift + alt to reset everything about an hour ago.

nVidia drivers are v.416.34

Premiere is crashing within 1 minute of opening the application. This was happening before I updated last night and continues to do so after updating and resetting. When it doesn't crash, it lags out to an unbelievable level.

I'm in a 1 minute long, 1080P, 23.96fps timeline with 3 video layers and 3 audio layers. This is an extremely light weight timeline. At 1/4 resolution scrubbing, it's basically a slideshow. At full res, video is almost not moving at all.

I've made multiple projects, moved footage to other drives, etc... nothing changes. Other software works perfectly fine. Photoshop, after effects, davinci resolve, hitfilm, all these other software apps have no issues. Honestly if this project hadn't been started in premiere 2019 already, I'd stop paying for my adobe account at this point. It's unbelievable how bad it is and how much worse it continues to get.

How do we fix this? What other information do you need?

If you'll re-read my first comment, I held shift + alt while booting premiere to reset everything before I even posted my original message.
