Premiere Pro 2019 Laggy playback

Question

For a few months I've been having having a laggy playback and have been trying to find a fix but no part of youtube or any other platform helped me. By laggy I mean that it goes about 200ms back every 0.7 seconds. I have no idea what else to add now. Do you guys have ideas on how to fix?
