Premiere Pro 2020 Will Not Luanch

Help! I open up Premiere Pro and it pops open and acts as if it going to start up but does not fully launch. It shows the "loading" circle continuously going around. I am able to go to the top of the screen and open up a new project by selecting "file"> "new project" and that allows me to open up fully. I am in need to pull a Rush video that has started and open in Premiere Pro but does not allow me to do so. Any helpful tips?
