Premiere Pro 2023 Unusably Slow

I really need some help or advice or just anything that will make this update more bareable.

I have read the other threads, I know how to troubleshoot PP, I've used it for a long time. I've cleared my cache, moved to a new timeline, moved the files to a new folder, harddrive, computer, planet. I've tried every suggestion but I genuinely think its just a problem with the software at this point. It is not my computer. I have used every other update with little to no problem. It is only now with the 2023 update that it has been unusably slow. I'm waiting 10 seconds for playback every single time. Working with at least a 7 second delay any time I want to move clips on the timeline or even move the playhead. 

I need to know if other people are experiencing this with the new update aswell because I just cant imagine that it is my computer given all the troubleshooting and "fixing" I have been doing. 

If it really is just that my computer isnt powerful enough to run the program after this one update, then I guess I should invest in a NASA supercompter.

I miss when Premire just worked.

I am haaving this exact same issue since updating and havent found a trouble shoot for the issue yet. Does Adobe know that the software isnt running properly?

What are the sources, are they fom webcam, phone, screenrecording? If so the likely reason is VFR (variable framerate). Options to try: 1) Turn off hw-accelerated decoding (Preferences > Media)  2) Transcode the sources into CFR (constant framerate).  3) Retime the source file FPS without transcoding.
