Premiere Pro 25 no scroll bars

Hi i'm wondering if someone can help me. 
When i zoom in on my video when i'm setting a mask path, I don't have the bar at the side of the video so i can move the video itself within the box, so I can't actually get to the place of the video I'm trying to track. 
Why is that?
