Premiere Pro is Unresponive after opening

Upon Opening Premeire Pro the Splash Loading screen loads as intended,  once the app opens it then becomesss unresponsive.

I am using Windows 10

I have done the following things to hopefully fix the problem:

Updated Creative Cloud
Updated all of the apps currently in my library using the creative cloud
Updated to the latest Nvidia Drivers
Updated Windows
Cleaned the the disks where both the apps and Files are sstored
Scanned/Fixed crupt files using the CMD prompt
Deleted all temp files
Ensured all Adobe folders have the correct permisions 
Moved everything out of the MediaCore folder
Opened Premiere Pro using Alt and cleared preferences.
