Premiere Pro Keeps Saying "not responding"

okay so basically whenever I try and open Premiere Pro and click to open a file in it, it loads but then says "not responding" every time and it's really annoying this has happened more than once and I've had to close and restart it several times and it's also really slow in responding to clicks or actions as well as sound/audio problems like I won't hear the audio or it will sound static and slow this is really frustrating so if anyone has any solutions as to how to fix these issues please respond to this post immediately
