Premiere Pro lagging when trying to add video transitions on desktop PC

So I have had an issue with Premiere Pro lately. Every time I try to add a transition (Meaning hovering any video transition) onto my clip, Premiere pro lags like crazy and won't let me add the transition to the clip. I've tried resetting Premier Pro as well as my PC, deleted all of my cache files, reset all of my preferences settings, updated Premier Pro to its latest version, allowed Premier Pro to use the most out of my RAM, and downloaded the latest Nvidia drivers, and nothing seemed to work. I'm pretty much new to Premier Pro so I don't know much about it, but one thing for sure is that it is not my PC as I have a high-end PC, here are my specs.

 

RTX 3090Ti FE

Intel i9 12900k

64GB RAM

 

Plus every time the software lags or freezes, I have the task manager open and it hardly uses my GPU, CPU, and RAM. I will be more than happy to show video clips, pictures, etc if needed to help fix the problem just ask and I will respond as quickly as I can. If any help is available that would be greatly appreciated as the project that I am working on is on a schedule and needs to be finished ASAP.

Thanks for the message. It’s been a long time since you filed this bug, and I apologize for the lack of a response. Are you still having this issue? If so, the team will need more information from you to reproduce the bug. Can you provide the information required here? How do I write a bug report?
