Premiere Pro opening and closing problems and playback problems

Using latest version of Premier Pro. Was working fine until today.

Two issues.

1. Cannot close Premiere Pro. When closing it immediately reopens even after I've shut down and rebooted my PC.

2. When playing the time line on a project it plays for a few seconds.  Have to repeatedly press the play button.
