Premiere Pro randomly not working

Today while I was editing, everything was going fine. Then, Premiere Pro froze. After about 10 seconds everything seemed okay. However, it was not... The blue thing, yeah I dont know what its called, is now stuck and I cannot drag it around. When I try to delete a section of video, nothing will happen right away. Then randomly it will disappear. Please help

Using Version 23.4.0

OS: Windows 10 

CPU i9 10900k

GPU EVGA 3070TI

Ram 32 GB

SATA SSD and M.2 SSD

Not sure what video format. How can i find this?

The video is a recording of me playing a video game.

Now pretty much the entire app is not working. I have uninstalled, changed updates. What else can i do?
