Program hanging on a plugin

I have two users that all of the sudden they can't launch Premiere without it hanging on a plugin (PremiereToPrecis). This has been working for months. However, if I launch the program as Administrator, it loads. Due to corporate policy, we cannot assign local admin rights to users. 

 

So, does anyone know if I can set some permissions on a folder or plugin location to get around this issue?
