Rendering a project takes all available hard drive

I have a project in my E: drive (Windows 10, Premiere Pro) that takes a total of 35GB with proxies and everything. When I try to export the media to a finished mp4, it starts consuming space on my C: until I run out of space. I have more than 400GB available on my C: drive.

Any ideas what might be going on here?
