Scanning for audio plugins freezes and does not resolve itself...

On Windows 10, I decided to download premiere again to use it for personal projects and whenever I open it after installation, the "Scanning for Audio Plugins" pop up freezes and does not resolve itself. Ive checked and the dll files it gets stuck on are all associated with Premiere (mind you I have FL studio, which doesnt seem to be the cause of the issue) so it seems its an issue with premiere.

 

Ive installed and uninstalled a good 6 times all with the same issue. Does anyone know how to fix this? Ive looked for other solutions since some have had the same issue before but no solution came up.
