Scene Edit Detection less reliable

Lately I've experienced several instances of Scene Edit Detection doing a pretty poor job at detecting what I would call very obvious cuts in various videos. In the past however, the performance has been pretty flawless. I've run some tests and added some screenshots:

 

Screenshot 1 : shows the clip with the cuts, and I've manually added markers at every missed cut. As you can see, Premiere has missed around 95% of cuts in this particular example.

 

 

Screenshot 2 & 3 : shows an example of a cut, showing that these scenes are different enough for Premiere to usually be able to detect. However in this case it has been unable to detect (faces and names blacked out for privacy)

 

 

Premiere Pro Version: 23.2.0 (Build 69)

MacOS Ventura 13.2.1
