sound mix 5.1

With versions 23.1 and 23.2 inserting a stereo audio track in a standard channel of the timline of a 5.1 sequence it is no longer possible to mix audio with 6-channel output.
Acting on the spatial panning and on the volume knobs of the center channel and LFE, no sound is produced on these channels.
It's a bug or a choice. Should I use the Audition track panner to create a 5.1 audio mix from a stereo track in this case?
