Source Monitor IN & OUT vanished

Another day, another bug and it's getting very tiresome. Every now and then my source window does this (see image), leaving me unable to scrub through footage in the window. 

Seems to happen if I go between layouts; EG Colour, then back to Editing. Resetting to saved layout doesn't help, nor does restarting Premiere. It'll just go back to normal at some point. What's this all about? Have I missed something?

    Know issue: close panel and open again with double-clicking on a clip in Project Panel or timeline.
