Suddenly not able to move any audio or video f

I suddenly can not move any audio or video up or down in PP. For example, when I click and hold to move a video clip up a level, I get the stop or prohibited emoji (the red circle with a slash through it). I get this both with audio and the video.

I can't find if there is something I hit causing this issue. I uninstalled and reinstalled PP. That didn't work, so I thought maybe it was a memory issue as well and freed up half my harddrive. I usually work on an external hard drive that still has 3 TB free.

Please help!
