Tab bar glitch

I have a weird bug/glitch in the tab bars of Premiere and After Effects. When there's more tabs open in a window than can be displayed side by side, I can't just click through them. They should shift over so I can access all tabs, but I have to click the little arrow on the right to select the right-most tabs. If I do, they still don't shift over, so the active tab is still hidden.

Also, sometimes theres blank space on the left-most side of the tab bar, kind of like it shifted over too far to the right.

Super weird, and nobody else seems to have this problem. I've reset my computer completely and upgraded to Windows 11, installed everything fresh, but the problem persists.

I hope anyone can help, it's driving me mad!
