timeline realtime video playback problem

I have a computer with nvidia RTX 3090 graphics card, 128 mb ram and i9 processor. However, it plays even the smallest video or audio file by being attached to the timeline. I have this problem for 15 days. The problem persists even after updating the graphics card. Can you help me?
