Unable to close my computer properly after closing the program

Question

When ever I close the program, I will not be able to open the windows menu when pressing my windows key or pressing it on the screen, thus keeping me from closing my computer. (other than manually forcing it which isn't good)

If there is a fix for this I would be most great full
