What gpu and driver are you using?

Morning

The issue resolves itself when I unselect Nvidia GPU decoding

also the performance of premier pro slows a little when I have Nvidia GPU decoding on

I have a new windows 11 system with new nvidia update running the latest premier pro, I believe there is a bug in the 25.1 update and the newest windows update as I am not the only one experiancing this issue looking at the other discussions

basically with Nvidia gpu decoing ON warp stabaliser is slow with only 10% cpu usage and around 10% nvidia gpu usage 0% igpu usage, with the Nvidia GPU decoding OFF I get 100% CPU usage 0% Nvidia usage and 0% IGPU usage so I am confident there is a bug, I uninstalled and reinstalled the app and same issue

If you are opening an older project you can always hold down "SHIFT" while launching Premiere and check the boxes

"Reset App Preferences"

"Reset Plugin Cache"
"Disable third-party plugins (one time only)"
"Clear media cache files"
