Blank Pop-Up when application is opened, unable to do anything.

Thanks for sharing the troubleshooting steps performed so far. 

From the description given above, if we get this right then this is the first time are launching the Acrobat DC and getting a blank screen upon launch right? Also, is this Acrobat DC or any other version?

Try the following steps and see if that helps.

1- Since its a Windows computer then, Open Task manager>check the Background processes> If you find Acrobat's activities there, then select and End Task

and make sure your system meets the requirements to run Acrobat on it: https://helpx.adobe.com/acrobat/system-requirements.html 

2- Run the cleaner tool once again http://labs.adobe.com/downloads/acrobatcleaner.html and install the Acrobat DC (if its DC) from this link: https://helpx.adobe.com/acrobat/kb/acrobat-dc-downloads.html 

3- If it still doesn't work then create another Hidden Admin on the system and try launching the application in that profile.

You may also share the screenshot of the blank screen you get.
