Creating a Table of Contents from within a pdf.

I have read lots of posts about TOC but the ones I could find didn't discuss excatly what I need to do. I would like to generate a table of contents within a pdf file. I have added bookmarks to headings but would like to have a TOC upfront in document. Thanks.

I was able to complete this by using Google Gemini after I had paginated the document and setup up the bookmarks.  The result is return as a canvas that can then be inserted into the document.  The prompt was simple: "Please generate a table of contents from the PDF using the bookmarks as entry and the page number in the lower right corner. Show result in canvas." I am always polite with the AI agent so the results were helpful. The document was 256 pages, and the original authoring tools were not available.

You are not listening to what we are asking.  The thread you point to does NOT solve this issue. I am not a content creator and I don't create the PDFs I combine into bigger ones, so telling me to "just go make a ToC in Word and convert that to PDF" is a ridiculous and, frankly, RUDE response from the company that created the product that we are BEGGING you to improve.  Listen to your users!

At the moment, Adobe Acrobat doesn’t have a feature to automatically create a Table of Contents (TOC) within a document. We know this could be a helpful feature, and we appreciate your feedback.

There's no built-in function that does that in Acrobat, as it's usually something that is done in the authoring application, but you can do it using a script, such as this (paid-for) one I've developed:
