"Error opening URL to submit this form"

I have followed the instructions completely and I get this error. I am using a PC, however the answers I am finding are for fixing issues in Macs. I created a submit button to allow for the information on my form to be submitted to an email. But when you click on the button, this error message comes up. If I email the form to myself and then use it on my Android Phone, I can click the button, however the form is not sent to the address it was suuposed to go to. What am I doing worng? Can someone help me out?

No, but we need to know the full URL you entered. Specifically, did you add "mailto:" (without the quotes) before the email address?
