Somewhat dated now, but still a lot of good information, especially for Encore

CS5-thru-CC PPro/Encore tutorial list http://forums.adobe.com/thread/1448923 has lots of tutorial links to help learn

Do you really mean the "exit" button? You are usually looking for the "home" or "menu" buttons.

On this help page, look at the section called "Set disc properties and navigation":

Adobe Encore * Navigation through links

My remote only has exit and return no menu button, just pop up menu/top menu. Perhaps that is the problem. With most other commercial dvd’s I hit exit and it goes to the menu. I set the Menu using the pick whip to the sub menu created for the chapters and still I cannot get back to the menu. I can however advance from one chapter to the next using the skip buttons.

The top menu button should work. And it seems to me that without a menu button, the exit button should serve that function.

The Encore defaults should usually work for you.

DVDs have a title or top menu, which will take the user to the menu specified for title remote. Timelines have a menu property, which takes you to the menu specified for the timeline (menu remote). The two should not be confused. So check that neither of these has been set to something odd.

Go to the Flowchart and select the Disc icon. Then look at the Properties panel. Set the title remote as you wish - where will the user go when they push the top menu button.

Also select any timeline, and in the properties panel under "menu remote" set to the desired menu. I think the default is "last menu" and works fine for me.
