I hear clearly that Adobe doesn't want to over a discounted plan for, say AARP members.
Here's another idea for the marketing/product department. If I got the Photography plan, I would be happy to pay $20 for 30-days access to products I use only for a special project or occassion - say compiling some family video or a concert recording of the grandkids. Right now I'd have to have an annual subscription.
I'm not proposing a price cut. I proposing I pay for the value received - when I use the products, which is very seldom.
Just and idea to treat less intensive users AND Adobe fairly.

If you use Adobe products seldomly or only for special project/occasions, then there is already one answer for that: month-to-month subscriptions.
Month-to-month plans exist for most products including for Photoshop, Lightroom, Illustrator, etc., and prices range from $7.49 - $34.49 per month, depending on the app. The Photography plan, for example, is $29.99/month when used this way, and Lightroom by itself is $17.99/month.
The "breakeven point" as to which option is better (monthly vs. yearly) depends on which app you want and how many months out of the year you need it. The whole of Creative Cloud can also be purchased this way, and be turned on and off as you want.
