Can You Get Media Encoder Without Buying the All Apps Plan

In looking at the Creative Cloud plans, it appears that Media Encoder is not included with any plan other than the All Apps plan.  It is not included in the Premier Pro plan -- is that because Premier Pro can do what Media Encoder can do?

It is included with the Premiere Pro plan and also with the After Effects plan.

Thank you, that is great to know.  It is not listed in the plan details that I got to from the Creative Cloud app.
