Hello,
I have a problem with changing my plan, I was using Adobe Premiere Pro and now I want to switch to the plan where are all of the programs. When I was changing the plan I noticed there is nice sale for first year of using for 34€. But I cant somehow change it to the plan. It always tells me - Unnable to change, try it later. Tried later but didnt succeed.
you'll need to cancel your current plan and start your new one. you should do that with the help of adobe support so you're not charged an early cancellation fee.

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...
