I am the admin for my macbook pro computer. I tried to download adobe indesign from the creative cloud, but it says "You don't have access to manage apps. Permission from your IT administrator may be required to enable app management.

And how are you signed in to the Creative Cloud desktop app? With a corporate/enterprise login?
There is also a security section of the Mac OS preferences that could be part of the problem.

Are you logged-in to an Individual or an Enterprise account?
Enterprise users must go through their IT dept admin to get a package. If accessing both accounts from one machine, consider creating 2 computer user profiles -- one for Enterprise, one for personal.
Meanwhile,
1. Open CC Desktop App.
2. Click the gear icon > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar (top right image).
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your personal ID and password.
