I have an adobe account, but when I tried signing into it from outside of the US It sent a verification code to my American number, which I cannot access.. How do I sign in without the code?

If you left your phone number for Adobe to call you, then instead you need to contact Adobe Customer Care directly to make sure you are speaking to Adobe:
https://helpx.adobe.com/contact.html
Click the chat icon in the lower right and type "agent".

you have a different mobile number and you're using 2 factor authentication?

 

if so, you'll need to disable or alter your 2fa settings.  check account.adobe.com > password & security > 2fa
