Acrobat is ignoring text boxes when I show reading order

The boxes on the right are text boxes just like the one on the left.

I thought at first that it was because maybe they had a coloured background but that wasn't it either, it's simply ignoring them despite having paragraph styles and export tagging.

Originally we had those elements in a table but it threw a fit and wouldn't read them correctly either.
