Adobe Acrobat still adding wrong pages

I have had similiar problems for several updates.  In this specific case, I have a card front and card inside as 2 different files which I would like to combine. So I drag the file Black inside to the file of the green outside and instead of adding the single page pdf I requested, I get a 2 page file that I was working with 2 days or so ago.

WHY??? This is insane. I can't even guess as to why this is happening. I can drag to the Page Thumbnail pane, drag in different files, change the files I'm adding to, and every drag to add procedure I try only seems to add this appointment reminder card from a different business.

OH fun addition.  Usually what works for me is opening both files, starting the combine function, adding from open files.  Unfortunately this time, while it looked like initially it was going to work properly, when I attempted to reorder the pages:

SURPRISE it's the appointment card file again!

 

I have such a headache now...
