I've created a form that needs a portrait orientation photo to be added by the end user. I've uploaded a photo that appears to be portrait, but displays rotated 90 degrees clockwise. Is there a way to ensure that any photo uploaded, regardless of the original orientation is displayed portrait?

No. The image is displayed according to its rotation flag. You can rotate it in the button after the fact, but there's no way of knowing in advance if that's needed or not.

If you have the editing rights for the PDF form. In that case, you can rotate the orientation of the image by opening the PDF form and select the Prepare form tool > double-click on the image field to open the image field properties and set the orientation as desired.
