Cannot Digitally Sign PDF Doc

I hope someone can help.  I'm at my witts end. I have several documents I downloaded from the Veterans Administration that need to be filled out and signed. I have full control over the document. I have a digital signature set up in Acrobat Reader. When I hover the cursor over the signature block a message appears That says

"Section 4: CERTIFICATION AND SIGNATURE. I HEREBY CERTIFY THAT the information I have given on this form is true and correct to the best of my knowledge and belief. 15. Signature. This is a digital signature field. (Click to sign) ".      

 

I click and nothing happens!  I've spent the last 3 hours trying to find a solution. I have attached a copy of  the form I'm trying to sign. Please help!  Its critical I ensure these documents can be signed so the VA can process my disability claim.

I have checked the file that you have shared and found that it was created using some non Adobe application, that has some restrictions and signing the document was not allowed.

 

I have made some corrections to the file and made it signable here: https://acrobat.adobe.com/link/track?uri=urn:aaid:scds:US:bf464890-96a4-432f-b777-0431da93e32b

 

Please download the file to your computer locally and then open with Acrobat Reader and try to sign and check.

Thank you very much! Really above and beyond what I expected. Especially
since I figured it out. Apparently when I first DL-ed the VA form
I opened it under a different program. I filled it out then changed the PDF
to open under Adobe. It wouldn't let me sign because it was in a locked
state? I guess?
I was also confused because my old dumb brain was trying to sign using the
blue pen icon on the left side, Instead of using "Self Sign" that is over
the top of the document. Just feeling like an idiot. I spent about 6 hours
trying to figure out what was wrong.
