Cant read or download PDF

I have already updated my adobe free download but yet, am not able to open or download any government website pdf file but only display below message. mine is macbook, tried to contact apple support but they throw me back to adobe

anyone can give hand? my gratitude in advance.

Cause of such error :

If you are getting this message while viewing a pdf in a browser, you are most likely trying to open a Dynamic XFA (XML Form Architecture) PDF. To view such pdf documents, we recommend you to download the file locally and open it either in Adobe Reader

You aren’t using Reader yet. Download the file to your desktop. Yes, the file with that message. Now start Reader. Use Open from the File menu to open the file you just downloaded.
