Error when trying to convert to pdf/x file. No profiles in preflight.

I keep getting the attached error message when trying to convert this pdf file to a pdf/x file. When I go to preflight there are no profiles in the dropdown box. Can anyone help me understand what this means and how to fix it?

I am having the same issue when converting to pdf/a.  Is there a solution available?
