How do you change the background action color of standard radio buttons from the default red?

How do you change the action color of radio buttons from the default red? I see how to change the style and color of the outer circle and also the dots, but not the inner background color of the cirle that flahses when it's clicked. I  dont know how to do any coding, so am hoping there's a setting built in.

AFAIK, it can't be changed.
