How To Access Dynamic Stamps

Can someone guide me through "how" to access the Default Stamp Pallete in Adobe Acrobat Pro?

 

I am in construction, so when I send data sheet & shop drawing submittals to the General Contractors, I have found it extremeley convenient/handy in the past to simply use a "Dynamic Stamp" in Adobe to place on my .pdf document......usually the "Reviewed" Stamp with my company name, date, & time.

 

That's all I really need to access for stamps.

 

I'm not sure why Adobe has made it so difficult to access these stamps.   I would have thought it would have showed up when I click on "All Tools" or something like that.   I believe it did appear as an option on older versions of Adobe Acrobat.
